MCPF delegation visited ACPF Headquarters on February 20, 2018.

Eight (8) members of the delegation of Malaysia Crime Prevention Foundation (MCPF) and Royal Malaysia Police, Kuala Lumpur, visited the ACPF Headquarters on 20 Feb. 2018. The delegation also visited UNAFEI.

They traveled to Tokyo to learn from safety in Tokyo for further enhancing criminal justice in Malaysia. The delegation consists of 4 police members headed by Datuk Seri Mazlan Bin Lazim, Commissioner Police, Chief Police Officer of Kuala Lumpur, RMP, and 4 MCPF members headed by Mr. Bok Siew Mun, Chairman.

 

The delegation received information on UNAFEI activities and Crime Congress to be held at Kyoto in 2020 from Mr. Keisuke SENTA, Director of UNAFEI, and on ACPF activities from Mr. Hiroyuki YOSHIDA, Director of the Programme Management Bureau of the ACPF.

Based on the booklet “JAPAN, how safe” presented by the ACPF, MCPF members asked some critical questions such as:

  • Does the Japanese criminal justice system follow Common Law system or Civil Law system?  Japanese prosecutors’ power of investigation seems contradict with the adversary system.
  • What is a possible reason of the big number of suicide although Japan has developed in terms of economy and is a safe country as shown in the booklet?

 

At the end of their visit, MCPF and ACPF members took group photos for the commemoration of their visit in front of the entrance of the UNAFEI building with the United Nations Flag and the National Flag of Japan.

The delegation also made a courtesy call to the Superintendent General of the Metropolitan Police Department, and then visited SECOM to experience its security system during their stay in Japan.

The MCPF is an overseas cooperative organization established in 1993. The ACPF and MCPF have long relationships since the third ACPF World Conference in Malaysia in 1993 in which Prime Minister of Malaysia, Dato’ Seri Dr. Mahatir bin Mohamad delivered Congratulatory Address. The ACPF and MCPF shared their activities and exchanged opinions for possible cooperation in the future.

マレーシア刑政財団(MCPF)がACPFを訪問(2018.2.20)

2018年2月20日、マレーシア刑政財団(MCPF)と王立マレーシア警察クアラルンプール警察の代表団計8名がACPFを訪問しました。

代表団一行の来日目的は、刑事司法発展のため安全な都市東京に学ぶことです。今回の来訪では、国連アジア極東犯罪防止研修所(UNAFEI)にも訪問しました。

 

代表団構成:

☆クアラルンプール警察4名(代表は同警察警視総監Datuk Seri Mazlan Bin Lazim氏)

☆MCPFメンバー4名(理事長 Bok Siew Mun氏)

 

千田恵介UNAFEI所長が、UNAFEIの活動概要と2020年京都コングレスを説明し、引き続き吉田弘之ACPF事業部長が財団の活動について説明した。

質疑応答では、ACPFから贈呈した“JAPAN, how safe”(通称:安全手帳)を見ながら

  • 日本の刑事司法手続の法体系は大陸法系か英米法系か、当事者主義と言いながら検察官が捜査しているのはなぜか
  • 日本は経済的に発展し、安全であるのに、自殺が多い理由は何か

など、ポイント突いた質問がなされるなど、活発な交流となった。

 

帰り際には、UNAFEI昭島庁舎前で国連旗と日章旗を背景にMCPF一行とACPF関係者で記念撮影した。

なお、代表団は、今回の訪日中に警視総監を表敬訪問し、SECOMにて警備システムにつき体験型視察を行なった。

ACPF Hiroshima Branch Program “A Survivor’s Words: Experience of Atomic Bomb” by Ms. OGURA Keiko (2018.1.31)

The ACPF supports UNAFEI activities, specifically ACPF branches can provide their unique program when UNAFEI participants visit cities other than Tokyo.

Thanks to ACPF branches, UNAFEI participants, especially overseas participants, can get to know the situation, characteristics and culture of a district, which sometimes more impressive and valuable than official visits to public institutions.

 

This time, during the program so-called “Hiroshima Visit”, the ACPF Hiroshima Branch provided a program “A Survivor’s Words: Experience of Atomic Bomb” by Ms. OGURA Keiko.

 

She experienced the Atomic Bomb Explosion at the age of eight (8).  After her husband who contributed to activities for peace, died in 1979, she succeeded the activities, and has continued to talk her experience in English since 2011.  You may find many articles on Ms. OGURA Keiko, for example A-Bomb Survivor’s Testimony.

ACPF広島支部プログラム「被爆体験を語る」(語り部小倉桂子さま)

ACPFは、UNAFEIとその参加者の活動を支援しています。

特に、地方の実情を視察する際、その地方にACPF支部がある場合には、その地方ならではのプログラムを提供することができます。

これにより、単なる地方機関の視察に終わらず、東京にはない地方の文化や特色を知ってもらうことができ、特に海外参加者には日本をより良く知ってもらうことができるのです。

今回は、通称「広島ビジット」にて、ACPF広島支部の「被爆体験を語る」(語り部小倉桂子さま)の様子が、山下輝年ACPF理事兼事務局長から報告されました。

The Public Lecture on Criminal Policy was held from 15:00 to 18:00 on January 26 (Fri.), 2018, at the Conference Hall on the B1 of the Ministry of Justice, Japan.

Approximately 100 people such as legal practitioners, scholars, volunteer probation officers and ordinary citizens attended the public lecture on criminal policy.  The lectures and audience discussed the rule of law, culture of lawfulness and the roles of the United Nations Office of Drug Crimes (UNODC) through their presentations and questions and Answers.

 

These are also issues to be discussed in Kyoto Crime Congress in 2020, the ACPF would be happy if this public lecture contributed to promoting the movement of Kyoto Crime Congress.

2020年の京都コングレスで議論の対象になるテーマでもあり、講演のみならず、聴衆からの質問を通して、理解が進んだものと思われます。
